How does Vonage work for international calls?

I am curious how Vonage places international calls. How does it connect to other countries' PSTNs? Does Vonage have to pay for the PSTN service?
Vonage has partnerships with other carriers to deliver calls to the PSTNs (public switched telephone network) in various countries. Basically the calls are routed over the IP network to an IP-to-PSTN gateway that is in the local country where the call is to terminate. Vonage likely negotiates with the carrier partners for a rate based on the number of "minutes" they will route through them. These costs to Vonage are all taken into account when they calculate the flat rate that their customers should pay.
