How do you configure VoIP using a 2621XM with a VIC2-2BRI-NT/TE card connecting to a PBX over a basic rate trunk line?

I believe you want to connect this as follows:

PBX - BRI - Cisco 2621XM - VoIP

The router configuration depends on what VoIP protocol you want to use. There are some good examples here. See the section entitled Router A: Connection to a PBX. If you want to use SIP, an example is given here. See the section called SIP Configuration Examples and note the configuration of the dial peer.
