The testing should include both hardware and physical infrastructure health. Make sure that your switches and routers are up to date with the latest and greatest software and will support quality of service. A certified infrastructure auditor can help. But, at minimum, you want to randomly test some of the cabling and look at utilization on the network before adding voice.
