The real question here is what are you willing to put up with? It's possible today to get VoIP service over satellite that may have delays on the level of many seconds. If the service is poor, there may also be a significant number of dropped packets leading to choppy speech. If you're looking for typical parameters, most people can tolerate delays of 100-200 ms fairly easily. Regarding packet loss, if it occurs randomly and not in a contiguous block, most speech receivers can smooth out the transition and make it so that the dropped packets are not noticed. If a block of contiguous packets are lost, there will be a noticeable click in the speech path. If this happens often, it will be difficult to carry on a conversation.
