What factors need to be considered when replacing a PABX system with VoIP?

I am trying to recommend a strategy to build from scratch a VoIP network to replace an existing PABX system at a university. The university also has remote campuses around the country (Namibia). I intend to use Asterisk open source software. What are other important factors and conditions that I need to consider in preparing this project?

You want to be sure that you have a healthy infrastructure. This includes onsite infrastructure as well as wide area lines. Also make sure that your switches and routers will support quality of service.
