Is it possible to have a gateway solution without e1pri circuits?

For a VoIP gateway solution is it possible to do this without e1pri circuits -- we have no digital circuits available? Even for dialup Internet connection we take analog lines from our local Telco and terminate it on modem pool rack. Is it possible to convert these analog lines to digital lines and terminate it on e1PRI port on Cisco routers.

From what I understand you currently have:
FXS lines from carrier< - - > FXO Modem pool rack

And you want to have:

FXS lines from carrier < - - > FXO to E1 PRI channel bank < - - > Cisco router with E1 PRI.
