Is it possible to develop VoIP in Java for use on the LAN without using a PBX or a phone?

It's called a softphone. For an example, check out services such as Skype -- a phone isn't required, you just need a sound card. The calls are then carried over Internet connections. So yes, it absolutely can be done.
