Is WebRTC ratified?
At the time of this writing (Sept. 5, 2013), WebRTC is not ratified. The primary outstanding issue is the video codec. The debate is between VP8 and VP9 or H.264 and H.265. Once the codec issue is resolved, the proposed WebRTC standard will still need to be ratified, and even when it has been ratified, vendors might still not embrace it. Microsoft and Apple have not indicated their intentions. However, Google and Mozilla are supporting the current version of the pre-standard within their browsers.
