The Cisco ATA 186 is an endpoint device. It can tag traffic with certain QoS markings, but it does not guarantee that the WAN routers will honor or propagate any such markings. If you have an intelligent WAN router than can support QoS, you can configure it to prioritize the voice over other traffic. Still, this does not guarantee good quality speech if you overwhelm the bandwidth of the WAN link with higher priority traffic. To have bandwidth management, you need another device similar to that from Packeteer.
