I want to know the steps needed for having VoIP ability on a campus network that could work with PSTN without using a softswitch. What components are required?

Most voice switches include some sort of gateway to the PSTN. But you generally would run VoIP on your network and then provide a gateway box to the PSTN for any calls that will not go out over VoIP.
