There are many, many options. Which you chose has a lot to do with budget and local options for voice services. Will this be an outbound call center or an inbound call center or a combination of the two? Is VoIP an option in your area, can it be provided by your local phone company, or do you need a VoIP PBX? I would suggest you check this

You also want to be sure to check out any local legislation and legislation for any country that you will be calling regarding do not call lists, exemptions for charities, etc. Your local chamber of commerce may have many of the things you need. They are an often overlooked but very useful resource.
