Can Asterisk be used only as an IVR?

Is it possible for me to setup Asterisk as an IVR only? Is this a good idea? Here is the scenario:

SIP>>Asterisk(IVR)>>SIP

If it is possible, how would I implement this situation?

Technically, I guess that this could work. Asterisk does support this service. You would need to record a .GSM file and then set up the IVR responses based on where you want the calls routed. You will want a good quality voice recorder for the .GSM file.

The good thing about open source is that there are probably folks out there on the net that have done the same thing. So if you run into a snag, try searching the open forums dedicated to Asterisk.
